That depends entirely on where you live and when the last frost is expected. Start you tomatoes indoors in pots. As soon as you feel the danger of frost has past then plant them in your garden.
I will be planting seeds inside this week. I like to plant after about 6 weeks inside. I look at the predicted “last frost” and add two weeks for safety. I start setting the pots outside the last couple weeks before planting in the garden to acclimate the plants.
